Immigration Services

Immigration laws in most countries in Asia Pac often hold a local entity responsible for the entry, wellbeing, good behaviour and eventual exit of the individual. This also ensures that local immigration and employment laws are adhered to. This host company will be the technical employer of the individual.

We assist with the sponsorship of the work visa, subject to very strict minimum requirements. Please speak to your Innovare sales contact person who will determine the appropriate visa for you or your consultant.

Payroll Administration

Our Japan company will administer the payroll for locals as well as for sponsored expatriates.

Tax & Social Security Management

All income derived from work performed in Japan is subject to tax payment, regardless of payment location based on the reported monthly payroll. We shall deduct the respective tax amount each month accordingly and subsequently paid monthly to the Japan Tax Office.

Japan wages attract an employer social security premium of between 15% to 25% depending on the level of the salary.

The consultant will be enrolled to the Employees Health Insurance (Kenko Hoken) and Employees Pension Insurance (Kosei Nenkin Hoken) in the Social and Labour Insurance schemes. Employee premium contribution is around 15% to 25% as well.  

Other Employer Costs & Insurance

Innovare’s insurance policy in Japan (subject to terms and conditions) includes Professional indemnity insurance and Public liability insurance and is inclusive in our management fee. Workman compensation insurance is inclusive in the Labour Insurance premium.

Needless to say, all Employee of Record consultants are required to have adequate medical insurance to cover them throughout the entire contract. While the health insurance scheme covers for locals or expatriates, medical insurance is a must for expatriates working in Japan.

Statutory Benefits

At the point of initial discussions, your Innovare sales contact will provide you with a list of statutory benefits which the agency or the end client must provide in compliance to the Japan labour regulations.

Dispatch Service

Depending on the required period, we can search personnel from Japan and other countries who have the ability and skills required, and can also provide "dispatch" services”.

Japan Travel & Quarantine Requirements

There are several latest updates related to the requirements for travel and quarantine for business purposes to Japan.

1. Application by ERFS

Entry restrictions for business residents, technical trainees and international students will be greatly relaxed from March 1, and work visas will resume. However, a new process has been added to this, and Innovare Japan will apply for entry to the Immigration Bureau through ERFS.

  • A) New entry for short-term stays (march or less) for business purposes

  • B) New entry for long-term stays

    • If you want to work, you need to get a COE as usual.

    • Visa issuance process is required at the local embassy as before

    • You must complete the necessary quarantine before and after arrival in Japan.

2. Quarantine Regulations

Quarantine period for travelers who are fully vaccinated approved by the Japanese government and possess appropriate vaccine certificates will be shortened or exempted from waiting for quarantine. This applies to new and re-entry visitors, returning Japanese nationals and permanent residents.

  • A) Returnees / immigrants from designated countries* who DO NOT have a vaccination certificate

    If the result of the PCR test received at the accommodation secured by the quarantine station on the third day after entry is negative, the quarantine station shall not require home isolation once the traveler has left the said accommodation.

  • B) Returnees / immigrants from designated countries* who hold a vaccination certificate that meets the requirements

    In principle, if you request a 7-day home isolation and report to the Ministry of Health, Labour and Welfare the negative results of the tests (PCR test or antigen quantitative test) voluntarily received after the third day after entering Japan, the traveler will not be required to observe home isolation after confirmation by the Ministry of Health, Labour and Welfare.

  • C) Returnees / immigrants from countries OTHER THAN the designated countries* who DO NOT have a vaccination certificate (but must present a vaccination exemption certificate)

    In principle, if you request a 7-day home isolation and report to the Ministry of Health, Labour and Welfare the negative results of the tests (PCR test or antigen quantitative test) voluntarily received after the third day after entering Japan, the traveler will not be required to continue waiting at home after confirmation by the Ministry of Health, Labour and Welfare.

  • D) Returnees / immigrants from countries OTHER THAN the designated countries* who have a vaccination certificate that meets the requirements

    There shall be no requirement to observe home isolation after entry into Japan.

3. Vaccination Requirements

In principle, vaccination certificates for COVID 19 infections that are recognized as valid shall fall under A or B.

  • A) Certificates issued in Japan that fall under any of the following and are found to have been vaccinated two or three times issued by the Japanese government or medical institutions

  • B) Certificates issued in foreign countries must meet all 1 to 3

    • 1) Name, date of birth, vaccine name or manufacturer, vaccination date, vaccination times number must be listed in Japanese or English

      If the certificate of vaccination is written other than Japanese or English, it will be considered effective if a translation of the vaccination certificate (Japanese or English) is attached and the contents of the inoculation certificate can be determined.

    • 2) Have received two or three doses of the vaccine designated by the Japanese government.

    • 3) The certificate must be issued by the government or a public institution.
