Basic necessities like employment of a foreigner, administering of payroll, paying taxes are not that straightforward.

Immigration Services

Immigration laws in most countries in Asia Pac often hold a local entity responsible for the entry, wellbeing, good behaviour and eventual exit of the individual. This also ensures that local immigration and employment laws are adhered to. This host company will be the technical employer of the individual.

We assist with the sponsorship of the work visa. Please speak to your Innovare sales contact person who will determine the appropriate visa for you or your consultant.

Payroll Administration

Our Hong Kong company will administer the payroll for locals or permanent residents as well as for sponsored expatriates.

Tax & Social Security Management

All income derived from work performed in Hong Kong is subject to tax payment, regardless of payment location based on the reported monthly payroll. We shall deduct the respective tax amount each month accordingly and subsequently paid annually to the Hong Kong Tax Office.

Hong Kong wages attract an employer social security premium of 5% of the salary. Employee premium contribution is 5% of the salary as well. Maximum contribution is HKD1,500 per month.

Other Employer Costs and Insurance

Innovare’s insurance policy in Hong Kong (subject to terms and conditions) includes Professional indemnity insurance and Public liability insurance and is inclusive in our management fee. Workman compensation insurance is charged at cost.

Needless to say, all Employee of Record consultants are required to have adequate medical insurance to cover them throughout the entire contract. Medical insurance is a must for locals and expatriates working in Hong Kong.

At the point of initial discussions, your Innovare sales contact will provide you with a list of statutory benefits which the agency or the end client must provide in compliance to the Hong Kong labour regulations.

Travel and entry requirements:

  • Entry ban for all non-Hong Kong residents coming from overseas countries and regions by plane.

  • Entry ban for non-Hong Kong residents coming from the Mainland, Macao and Taiwan if they have been to any overseas countries and regions in the past 14 days.

  • All persons who stayed in the United Kingdom or South Africa for more than 2 hours in the past 21 days will not be permitted to enter Hong Kong.

  • Inbound travelers arriving in Hong Kong from the following high-risk countries must obtain a negative COVID-19 test result conducted by an approved laboratory or healthcare institution with ISO 15189 accreditation before arriving in Hong Kong and a confirmation of a designated quarantine hotel room reservation for no less than 21 nights: Bangladesh, Belgium, Canada, Ecuador, Ethiopia, France, Germany, India, Indonesia, Kazakhstan, Nepal, Pakistan, Philippines, Romania, Russia, South Africa, Turkey, Ukraine, United Kingdom and United States of America.

  • All passengers arriving into Hong Kong will be required to undergo a medical test for COVID-19 at the airport prior to clearing immigration and baggage collection. The waiting time could be up to 12 hours or more.

  • Travellers are required to provide COVID-19 nucleic acid test (PCR test) and an IgM antibody test (serology test) within 2 days before their flight.

    • The test, which involves providing a combined nasal and throat swab sample, will be conducted by medical professionals at the Department of Health Temporary Specimen Collection Centre. All passengers will be required to wait for their test results before they can proceed with immigration procedures.

  • Travellers holding a visa with validity of less than 21 days will be denied entry.

Quarantine and Health Requirements:

  • Compulsory quarantine at designated places (home, hotel or other accommodation) for all travelers from the Mainland, Macao or Taiwan.

  • All travelers arriving from countries outside China (Mainland, Hong Kong, Macao and Taiwan) must stay in a Designated Quarantine Hotel to undergo 21 days quarantine.

  • All inbound travellers who are subject to the compulsory quarantine should not have any symptoms and should have passed temperature checks upon entry. Those with symptoms will be referred to the Department of Health for further handling.
